taken or not depends on the importance

the Government fail they will not have incurred any serious

expense and will be in no worse position than they are now,

while should they succeed they would obtain a very important

advantage. I should recommend that if proceedings are to be

instituted they should be commenced in Hong Kong on the Fiat

of the Attorney-General for that Colony, as the proceedings

there will be more expeditious and probably a great deal cheaper than if proceedings are taken here which would involve

obtaining all necessary evidence from Hong Kong.
